You can watch the hearing <a href=\"https:\/\/us02web.zoom.us\/j\/87354849181\">live on Zoom at 4pm PST here<\/a>. <\/p>\n\n\n\n<p>We&#8217;ve also been watching the <a href=\"https:\/\/www.courant.com\/business\/hc-biz-hartford-parking-lot-licensing-fees-20210118-lmwg6iznfzfa7f2jly5vmyhuwm-story.html\">proposal in Hartford, CT to increase parking lot fees<\/a>. That could be decided today starting at 4pm EST (<a href=\"https:\/\/www.youtube.com\/channel\/UCfNNyG4keplIyA11WcOXbqw\/featured\">you can watch here<\/a>). Parking Today&#8217;s <a href=\"https:\/\/www.parkingtoday.com\/blog\/2021\/01\/the-money-comes-from-only-one-place\/\">John Van Horn thinks<\/a> the proposal, and our advocacy for similar policy, is terribly misguided.<\/p>\n\n\n\n<p>Sacramento, CA is <a href=\"https:\/\/www.sacbee.com\/news\/local\/article248544635.html\">another city moving to eliminate parking requirements<\/a>. Los Angeles&#8217; Metro Council is <a href=\"https:\/\/urbanize.city\/la\/post\/metro-considers-updates-its-joint-development-policy\">considering required unbundling of car parking and car parking maximums<\/a>. Honolulu, HI <a href=\"https:\/\/ulupono.com\/news-listing\/bill-2-puts-honolulu-on-the-road-to-rightsizing-parking\/\">recently passed parking reforms<\/a>. Atlanta, GA is working on a<a href=\"https:\/\/citymonitor.ai\/government\/planning-zoning\/can-atlanta-end-single-family-zoning\"> zoning reform package that could eliminate car parking minimums<\/a>. And Pittsburgh, PA Mayor Bill Peduto <a href=\"https:\/\/www.pghcitypaper.com\/pittsburgh\/peduto-introduces-zoning-change-to-reduce-curb-cuts-in-front-of-rowhouses\/Content?oid=18773911\">wants to ban curb cuts for new single-unit attached homes<\/a>.  As Michael Andersen points out in this Sightline post, <a href=\"https:\/\/www.sightline.org\/2021\/01\/20\/suddenly-zoning-reforms-are-popping-up-everywhere\/\">Zoning Reforms Are Popping Up Everywhere<\/a>.<\/p>\n\n\n\n<p>Nidhi Adlakha&#8217;s argues that &#8220;<a href=\"https:\/\/www.thehindu.com\/sci-tech\/energy-and-environment\/free-parking-is-not-your-right\/article33633437.ece\">free parking is not your right<\/a>,&#8221; and provides some interesting insight into parking reforms happening in Indian cities. Joanna Gubman is the latest San Franciscan to make the case to &#8220;<a href=\"https:\/\/sf.streetsblog.org\/2021\/01\/21\/commentary-parking-can-solve-sfmtas-financial-woes\/\">stop subsidizing car ownership<\/a>.&#8221; And this interview with the authors of the book <em>Case Studies in Retrofitting Suburbia<\/em> <a href=\"https:\/\/www.vice.com\/en\/article\/y3gx5b\/the-people-the-suburbs-were-built-for-are-gone\">covers some interesting ground regarding excess parking and what we can do with it<\/a>.<\/p>\n\n\n\n<p>Cities continue to build or purchase more parking. Easton, PA is <a href=\"https:\/\/www.lehighvalleylive.com\/easton\/2021\/01\/easton-ready-to-move-forward-with-plan-for-new-downtown-parking-garage.html\">planning to build a 505 stall garage for $12-14 million<\/a>. Des Moines, IA will <a href=\"https:\/\/www.desmoinesregister.com\/story\/money\/business\/development\/2021\/01\/21\/des-moines-cleared-purchase-fifth-parking-garage-foreclosure\/4243933001\/\">pay $40.5-47 million to bail out a floundering car parking garage project<\/a>. And Chicago suburb, Park Ridge, IL is considering a new parking lot, but they&#8217;re <a href=\"https:\/\/www.estormwater.com\/construction-equipment-supplies\/chicago-suburb-considers-2022-green-public-parking-lot\">claiming it will be &#8220;green&#8221; due to permeable pavement<\/a>. Car parking is only getting more expensive, as evidenced by this <a href=\"https:\/\/www.blogto.com\/city\/2021\/01\/parking-space-downtown-toronto-sold-123k\/\">single space which sold for $123,000 in Toronto, Canada<\/a>!<\/p>\n\n\n\n<p>If cities are going to build more parking garages, they should at least be convertible to other uses. Watry Design has an<a href=\"https:\/\/watrydesign.com\/insights\/adaptive-reuse-office-and-housing-that-begin-as-parking-structures\"> interesting post about how garages can be designed for adaptability<\/a> (but it does add a lot to the construction cost).<\/p>\n\n\n\n<p>Prospects for recouping construction costs for car parks don&#8217;t look great, either. Cities from <a href=\"https:\/\/www.ctinsider.com\/news\/thehour\/article\/Life-will-continue-on-Vaccine-offers-hope-15886026.php\">New Haven, CT<\/a> to<a href=\"https:\/\/www.pasadenanow.com\/main\/old-pasadena-parking-meter-fund-shows-revenue-is-trending-down-but-expenses-remain-within-budget\/\"> Pasadena, CA<\/a> are seeing deep declines in parking revenue, but authorities are hopeful for a post-COVID recovery.<\/p>\n\n\n\n<p>Revenue from parking tickets has taken a hit due to the pandemic as well. Los Angeles, CA issued <a href=\"https:\/\/xtown.la\/2021\/01\/22\/parking-los_angeles-covid\/\">almost 700K fewer citations in 2020 than in an average year<\/a> and La Crosse, WI issued <a href=\"https:\/\/lacrossetribune.com\/news\/la-crosse-parking-enforcement-issued-265-000-fewer-fines-in-2020\/article_c0428cdc-1314-5aa1-a825-ac2858bd119b.html\">~$265,000 less in fines in 2020<\/a>. Of course, issuing tickets isn&#8217;t the same as collecting the fines, the state of Hawaii has <a href=\"https:\/\/www.hawaiinewsnow.com\/2021\/01\/22\/state-is-owed-m-unpaid-parking-fines-last-years-alone-records-show\/\">failed to collect on 20% of tickets over the last five years<\/a>.<\/p>\n\n\n\n<p>Parking reform is a marathon, not a sprint. Bloomington, IN has been studying options for downtown car parking for a year, <a href=\"https:\/\/www.pantagraph.com\/news\/local\/govt-and-politics\/watch-now-after-yearlong-study-more-feedback-sought-on-downtown-bloomington-parking\/article_ce61fad0-d46b-59c8-8aef-c08ef74e9c97.html\">but officials want another round of input before making a decision<\/a>. Palm Beach, FL is considering paid car parking in three business districts.  <a href=\"https:\/\/www.palmbeachpost.com\/story\/news\/local\/2021\/01\/18\/town-holds-second-focus-group-discuss-potential-parking-regulations\/6586550002\/\">Their third focus group meeting is scheduled for Tuesday before the city can act<\/a>. Lafayette, LA has raised meter rates and <a href=\"https:\/\/www.katc.com\/news\/lafayette-parish-meter-rates-increasing-enforcement-hours-extended-to-24-7-community-reacts\">increased hours of enforcement for the first time in 8 years<\/a>.  Hong Kong is updating it&#8217;s parking management system with thousands of new pay stations, but the <a href=\"https:\/\/transitjam.com\/2021\/01\/19\/govt-sneaks-in-4000-new-on-street-parking-spaces-under-guise-of-smart-meter-replacement\/\">price of car parking remains at 1994 levels and critics say the plan adds 4,000 new parking stalls to the congested city<\/a>.<\/p>\n\n\n\n<p>Chelmsford, England will <a href=\"https:\/\/www.essexlive.news\/news\/essex-news\/parking-chelmsford-parking-hylands-park-4903303\">start charging for cars at the historic Hylands park<\/a>, but they also have plans to freeze car park <a href=\"https:\/\/www.merriam-webster.com\/dictionary\/car%20park\"><\/a>fees. Parking a car at the <a href=\"https:\/\/themercury.com\/news\/city-sets-parking-fees-for-manhattan-regional-airport\/article_29053a1d-d6d0-545f-a085-4fc0a583a296.html\">airport in Manhattan, Kansas will cost $2.50 a day starting in February<\/a>. It seems the <a href=\"https:\/\/www.king5.com\/article\/travel\/destinations\/explore-the-pnw\/winter-recreation-cascades-parking-problems\/281-ce464082-6f08-44c7-b934-53791f820df9\">skiing and winter recreation areas in the Pacific Northwest could use better parking management<\/a>. <\/p>\n\n\n\n<p>Maybe the solution is for citizens to take matters in their own hands and install their own parking meters, <a href=\"https:\/\/au.news.yahoo.com\/its-illegal-couples-extreme-move-to-stop-people-parking-outside-house-093802881.html\">like this couple did in Yorkeys Knob, Far North Queensland, Australia<\/a>. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>The world of parking reform is vast.
