On Friday, May 14th, the city council <a href=\"https:\/\/www.startribune.com\/minneapolis-city-council-unanimously-eliminates-parking-requirements\/600057275\/?refresh=true\">unanimously approved an ordinance<\/a> implementing the Minneapolis 2040 Plan directive to do so. St. Paul is <a href=\"https:\/\/www.minnpost.com\/cityscape\/2021\/05\/first-steps-both-minneapolis-and-st-paul-consider-parking-reforms\/\">likely to eliminate its car parking requirements<\/a> as well.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Philadelphia Looks to Reduce Parking Taxes<\/h3>\n\n\n\n<p>Philadelphia, PA <a href=\"https:\/\/www.inquirer.com\/news\/philadelphia-parking-tax-cut-city-council-bill-20210513.html\">may cut its taxes on parking lots and garages<\/a> by more than 30% this coming July. But Philadelphia parking reformers say <a href=\"https:\/\/whyy.org\/articles\/councilmember-parker-introduces-bill-to-cut-philly-parking-taxes\/?utm_source=dlvr.it&amp;utm_medium=twitter\">the move will undercut climate action and traffic safety goals.<\/a><\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Patrick Siegman breaks it down on Twitter, APA Says Poor Curb Management Costs Billions, and Sec. Pete (briefly) Talks Parking.<\/h3>\n\n\n\n<p>PRN Advisory Board member, Patrick Siegman, posted a <a href=\"https:\/\/threadreaderapp.com\/thread\/1393644071369854977.html\">great twitter thread<\/a> about the genesis and reasons for California&#8217;s AB1401, and the lessons are universally applicable. <\/p>\n\n\n\n<p>While the California APA is <a href=\"https:\/\/slate.com\/business\/2021\/05\/california-parking-minumums-planners-housing-ab1401.html\">causing some to scratch their heads in its opposition to a clean AB1401<\/a>, the national APA published <a href=\"https:\/\/www.planning.org\/planning\/2021\/spring\/poor-curb-management-is-costing-cities-billions\/\">this article on how poor curb management costs city&#8217;s tons of money<\/a>.<\/p>\n\n\n\n<p>And while it&#8217;s a brief mention, it&#8217;s notable that the Secretary of Transportation <a href=\"https:\/\/www.theverge.com\/22412233\/pete-buttigieg-transportation-secretary-interview\">mentioned the potential impact on land use, particularly parking demand, if AV ever become a
